About
Off-street parking reform in cities is key to helping reduce transport-related emissions, improve air quality, and create more people-friendly urban spaces. Building on the The Opportunity of Reforming Parking report, the Simple Calculator of Project Effects for Off-Street Parking Policy Reform (Off-Street Parking SCOPE) is a user-friendly spreadsheet tool that can help users estimate the potential climate and air quality impacts of off-street parking strategies in their cities. This model is limited to estimating the impacts of off-street parking reform in particular. Its synergies with other policies can be reflected by adjusting some of the parameters within the model.

This SCOPE model is meant to help planners, policymakers, funders, and advocates estimate the emissions impacts of policies for off-street parking reform. It is also meant for transportation planning at the local level to help users explore the related economic, health, and air quality outcomes of these projects.
The purpose of this parking tool and ITDP’s other SCOPE models goes beyond mere impact evaluation: they are designed to encourage high quality project design, support a holistic view of the connected parts of a city’s transport system, increase consistency and maintain objectivity in planning.
