Sustainable Transport Award

In this webinar, speakers highlighted Dakar, Senegal’s recognition as the 2025 Sustainable Transport Award recipient and the launch of its all-electric BRT system, spanning over 18 kilometers, 23 stations, and a fleet of more than 120 articulated electric buses. They discussed the innovative financing mechanisms behind the system, which brought together development banks, government support, and private sector partners to advance modern, bus-based public transport. Representatives from ITDP, infrastructure investment firm Meridiam, and Dakar’s transport authority, the Conseil Exécutif des Transports Urbains Durables (CETUD), shared insights on regional progress and achievements.
Oumar DIALLO is a trained engineer with 20 years of professional experience in capacity building, particularly for stakeholders in urban transport. Since 2007, he has been part of the Executive Council for Sustainable Urban Transport (CETUD), first as Head of the Capacity Building Division and later as Director of Operations.
He has contributed to the implementation of major urban mobility projects, including the Urban Mobility Improvement Program (PAMU), the Urban Transport and Mobility Support Project (PATMUR), the Dakar BRT, the comprehensive restructuring of public transport networks, and the Urban Mobility Improvement Project in Senegal. Additionally, he led the program to renew the fleet of “cars rapides” and “Ndiaga NDIAYE” vehicles with new minibuses and helped train transport operators in Dakar and 14 regional localities. Through this project, more than 2,800 vehicles were integrated into various networks.
Anta Dieng is an Investment Director at Meridiam, based in Dakar. She leads the development and structuring of high-impact sustainable infrastructure projects across Africa, with a particular focus on energy, green mobility, and climate resilience. In this capacity, she oversees the deployment of Meridiam’s Urban Resilience Fund (TURF) on the African continent, a dedicated vehicle for investing in low-carbon, inclusive, and climate-resilient urban projects.
Anta has over twelve years of experience in structuring and financing public and private infrastructure projects in Africa, covering sectors such as urban mobility, essential services, and energy transition. She has played a key role in implementing innovative projects, including Dakar’s fully electric BBRT system, as well as several renewable energy and public transport initiatives across Europe and Africa. An engineer by training, Anta later specialized in project finance and has deep expertise in public-private partnerships. Before joining Meridiam, she worked with major industrial players in the transport and energy sectors, contributing to the development and execution of complex infrastructure projects.
Dana’s (she/her/hers pronouns) work at ITDP includes research and analysis of trends in sustainable transportation focused primarily on cycling, bikeshare, and other forms of shared mobility. She has led the development of key ITDP publications, including the 2018 Bikeshare Planning Guide, and several policy briefs.
Dana is passionate about identifying connections between sustainable development’s social, economic, and environmental spheres, with a particular interest in guiding cities to strengthen transportation networks, leverage emerging technology and innovations, and improve overall accessibility. Prior to joining ITDP in 2017, Dana worked for the Chaddick Institute for Metropolitan Development in Chicago and for Resources for the Future, an environmental economics think tank in Washington, DC. She holds an MA in Sustainable Urban Development from DePaul University.
