STA 2024 Spotlight: Tianjin, China

This STA Spotlight case study on the City of Tianjin, China, the 2024 Sustainable Transport Award (STA) winner, highlights the city’s collaborative efforts to expand non-motorized transport and street infrastructure to dramatically improve walking, cycling, and public transit connections.
According to Climate Watch, China’s transport-related CO2 emissions alone account for 11% of all global transport-related emissions. As one of the country’s most populated cities, Tianjin is home to more than 13 million people and urgently needed to reshape its mobility systems to lower emissions, improve air quality, reduce congestion, and enhance well-being. Thus, the city’s significant investments into sustainable mobility infrastructure over the past few years has now made it a model for governments across China.
Tianjin’s redevelopment efforts also marked a milestone for the World Bank, one of the primary supporters of the city’s transformation. At the time, Tianjin’s project was the Bank’s largest investment in terms of both USD value and quantity of infrastructure delivered.
The city’s achievements have also influenced national policy, as learnings from infrastructure assessments, policies, and interventions have informed the design of China’s broader pedestrian and bicycle system standards. Tianjin’s outcomes are, ultimately, visible in people’s mobility behaviors; the modal share for walking, cycling, and public transport grew to more than 70% of the city’s total mode share in 2022.
