This case study on the City of Bhubaneswar, India, the 2023 Sustainable Transport Award (STA) honorable mention, dives into the city’s critical interventions in creating its gender-responsive and multimodal transport system. The report highlights the innovative initiatives of Mo Bus and Mo E-Ride, an integrated network of city buses, and a feeder system of electric rickshaws. The systems were established to help address congestion, air pollution, safety, and the underrepresentation of women and transgender persons. 

The system is an example of inclusive design but also interconnected processes and stakeholders – from gender-sensitive planning to workforce development. Operating under the constraints of the COVID-19 pandemic, the Mo system managed to grow its ridership through public outreach, affordable fares, and operator training programs to enhance the user experience and economic opportunities for women and marginalized groups in Indian society.
