Oumar Diallo

Director of Operations, CETUD

Oumar DIALLO is a trained engineer with 20 years of professional experience in capacity building, particularly for stakeholders in urban transport. Since 2007, he has been part of the Executive Council for Sustainable Urban Transport (CETUD), first as Head of the Capacity Building Division and later as Director of Operations.

He has contributed to the implementation of major urban mobility projects, including the Urban Mobility Improvement Program (PAMU), the Urban Transport and Mobility Support Project (PATMUR), the Dakar BRT, the comprehensive restructuring of public transport networks, and the Urban Mobility Improvement Project in Senegal. Additionally, he led the program to renew the fleet of “cars rapides” and “Ndiaga NDIAYE” vehicles with new minibuses and helped train transport operators in Dakar and 14 regional localities. Through this project, more than 2,800 vehicles were integrated into various networks.
