Breaking the Code: Off-Street Parking Reform Lessons Learned

Parking reform is gaining momentum around the world as a key lever to reallocate valuable city space, reduce demand for driving, reduce transport-related emissions, and improve livability.
Bringing the supply of parking, especially off-street parking, closer to actual demand is crucial to creating more compact cities that are needed to limit global warming. The goal of parking reform is not to eliminate parking altogether but to ensure valuable urban space is used most efficiently, equitably, and sustainably. Building on ITDP’s global expertise on parking policies, this report spotlights off-street parking as a costly and often overlooked area of urban planning that can impact vehicle use, how street space is prioritized, and even housing availability.
The report documents the stories of six cities and one country — Atlanta, USA; Beijing, China; Mexico City, Mexico; Minneapolis, USA; San Pedro Garza Garcia, Mexico; São Paulo, Brazil; and the country of New Zealand — in their journey to reform off-street parking, with particular emphasis on removing parking minimums and adopting complementary reforms that reduce dependence on driving. From these cases, we highlight strategies to:
- Remove (or reduce) parking minimums
- Leverage political will at the right level of government
- Communicate plans for reform using messaging that resonates with people
- Collect and reference data to strengthen the “why” and “how”
- Package parking reform alongside complementary policies
- Link parking reform to specific, achievable outcomes
